To uninstall binutils-mips64el-linux-gnuabi64 just follow these instructions.
/debian/stretch/main///install/index.html GNU binary utilities, for mips64el-linux-gnuabi64 target Debian 9.0 devel 2.28-5
sudo apt-get remove binutils-mips64el-linux-gnuabi64
Which will remove just the binutils-mips64el-linux-gnuabi64 package itself.
sudo apt-get remove --auto-remove binutils-mips64el-linux-gnuabi64
This will remove the binutils-mips64el-linux-gnuabi64 package and any other dependant packages which are no longer needed.
If you also want to delete your local/config files for binutils-mips64el-linux-gnuabi64 then this will work.
sudo apt-get purge binutils-mips64el-linux-gnuabi64
Or similarly, like this binutils-mips64el-linux-gnuabi64
sudo apt-get purge --auto-remove binutils-mips64el-linux-gnuabi64
