To uninstall ruby-protected-attributes just follow these instructions.

Uninstall just ruby-protected-attributes

Protect attributes from mass assignment in Active Record models Debian 9.0 ruby 1.1.3-2

sudo apt-get remove ruby-protected-attributes

Which will remove just the ruby-protected-attributes package itself.

Uninstall ruby-protected-attributes and its dependencies

sudo apt-get remove --auto-remove ruby-protected-attributes

This will remove the ruby-protected-attributes package and any other dependant packages which are no longer needed.

Purging your config/data too

If you also want to delete your local/config files for ruby-protected-attributes then this will work.

  Caution!   Purged config/data can not be restored by reinstalling the package.
sudo apt-get purge ruby-protected-attributes  

Or similarly, like this ruby-protected-attributes

sudo apt-get purge --auto-remove ruby-protected-attributes
