To uninstall libpils2-dev just follow these instructions.
/debian/wheezy/main///install/index.html Reusable cluster development files -- libpils2 Debian 7.0 libdevel 1.0.9+hg2665-1
sudo apt-get remove libpils2-dev
Which will remove just the libpils2-dev package itself.
sudo apt-get remove --auto-remove libpils2-dev
This will remove the libpils2-dev package and any other dependant packages which are no longer needed.
If you also want to delete your local/config files for libpils2-dev then this will work.
sudo apt-get purge libpils2-dev
Or similarly, like this libpils2-dev
sudo apt-get purge --auto-remove libpils2-dev
