To uninstall tk-dev just follow these instructions.
/debian/wheezy/main///install/index.html The Tk toolkit for Tcl and X11 (default version) - development files Debian 7.0 devel 8.5.0-2.1
sudo apt-get remove tk-dev
Which will remove just the tk-dev package itself.
sudo apt-get remove --auto-remove tk-dev
This will remove the tk-dev package and any other dependant packages which are no longer needed.
If you also want to delete your local/config files for tk-dev then this will work.
sudo apt-get purge tk-dev
Or similarly, like this tk-dev
sudo apt-get purge --auto-remove tk-dev
