To uninstall network-manager-l2tp just follow these instructions.
sudo apt-get remove network-manager-l2tp
This will remove just the network-manager-l2tp package itself.
sudo apt-get remove --auto-remove network-manager-l2tp
This will remove the network-manager-l2tp package and any other dependant packages which are no longer needed.
If you also want to delete your local/config files for network-manager-l2tp then this will work.
sudo apt-get purge network-manager-l2tp
Or similarly, like this network-manager-l2tp
sudo apt-get purge --auto-remove network-manager-l2tp
