To uninstall gir1.2-mate-panel just follow these instructions.
Uninstall just gir1.2-mate-panel
/linuxmint/sarah/backport///install/index.html GObject introspection data for MATE panel toolbar-like “panels” which can be attached to the sides of your desktop. They are used to launch applications and embed a number of other functions, such as quick launch icons, the clock, the notification area, volume controls and the battery charge indicator, and utilities ranging from weather forecast to system monitoring. sudo apt-get remove gir1.2-mate-panel
Which will remove just the gir1.2-mate-panel package itself.
Uninstall gir1.2-mate-panel and its dependencies
sudo apt-get remove --auto-remove gir1.2-mate-panel
This will remove the gir1.2-mate-panel package and any other dependant packages which are no longer needed.
Purging your config/data too
If you also want to delete your local/config files for gir1.2-mate-panel then this will work.
sudo apt-get purge gir1.2-mate-panel
Or similarly, like this gir1.2-mate-panel
sudo apt-get purge --auto-remove gir1.2-mate-panel
