To install locales just follow these instructions.
Are you having problems? You can always remove locales again by following the instructions at this link.
Install locales
/ubuntu/trusty/main///install/index.html common files for locale support Ubuntu 14.04 LTS libs 2.13+git20120306-12
sudo apt-get install locales
Which will install locales and any other packages on which it depends.
