To install apt-doc just follow these instructions.

Install apt-doc
http://installion.co.uk/ubuntu/vivid/main/a/apt-doc/install/index.htmldocumentation for APTUbuntu 15.04doc1.0.9.7ubuntu4sudo apt-get install apt-doc
Which will install apt-doc and any other packages on which it depends.
