How To Uninstall kde-l10n-vi On Ubuntu 16.10
To uninstall kde-l10n-vi just follow these instructions.

Uninstall just kde-l10n-vi

This will remove just the kde-l10n-vi package itself.
Uninstall kde-l10n-vi and its dependencies
sudo apt-get remove --auto-remove kde-l10n-vi
This will remove the kde-l10n-vi package and any other dependant packages which are no longer needed.
Purging your config/data too
If you also want to delete your local/config files for kde-l10n-vi then this will work.
Caution! Purged config/data can not be restored by reinstalling the package.
sudo apt-get purge kde-l10n-vi
Or similarly, like this kde-l10n-vi
sudo apt-get purge --auto-remove kde-l10n-vi
