Uninstall just kde-l10n-zhcn
http://installion.co.uk/ubuntu/yakkety/universe/k/kde-l10n-zhcn/uninstall/index.htmlzh_CN (zhcn) localization for KDEUbuntu 16.10universe/kde4:16.04.3-0ubuntu1sudo apt-get remove kde-l10n-zhcn
This will remove just the kde-l10n-zhcn package itself.
Uninstall kde-l10n-zhcn and its dependencies
sudo apt-get remove --auto-remove kde-l10n-zhcn
This will remove the kde-l10n-zhcn package and any other dependant packages which are no longer needed.
Purging your config/data too
If you also want to delete your local/config files for kde-l10n-zhcn then this will work.
Caution! Purged config/data can not be restored by reinstalling the package.
sudo apt-get purge kde-l10n-zhcn
Or similarly, like this kde-l10n-zhcn
sudo apt-get purge --auto-remove kde-l10n-zhcn
